Perth-based HR & Organisational Development Consulting
WHAT
is HR Consulting?
HR Consulting means bringing in a qualified, outside HR and organisational development specialist —
like me — to work alongside your leadership on the things that matter most: employment contracts, policies, performance and compliance, improving employees experience, built specifically for your business.
Regulation isn't standing still. Fair Work, the Australian Human Rights Commission (AHRC), WorkSafe and a growing list of state legislation keep shifting the ground under your feet.
So we can't just hope for the best. Good HR practice needs to be built into how your organisation runs. This does two things for you: it safeguards your business against unnecessary risk, and it frees you up to spend your time running the business, not managing people problems.
As a Perth-based HR and Organisational Development consultant with over 25 years' experience — including leading People and Culture in-house for three medium-sized organisations — I help businesses build HR systems that are genuinely 'purpose fit': streamlined, evidence-based, and sized to match your business and your budget.
WHO
needs HR Consulting?
Almost every growing business reaches a point where it needs HR Consulting to stay ahead of risk and hold on to good people.
Why? Because the organisations I work with are usually facing one or more of the same pressures — and left unaddressed, they only get more expensive to fix.
-
Small and medium businesses without an in-house HR function who want cost-effective solutions
-
Growing organisations whose people practices haven't kept pace with headcount
-
Leaders who've inherited outdated contracts, policies or processes
-
Businesses weighed down by underperformance, bullying claims, poor mental health or high turnover
-
Anyone who's had a near-miss on compliance and doesn't want a repeat
-
Organisations keen to retain high performers amid rapid regulatory change, AI, cost of living pressures and competitive salaries
Whatever's brought you here, if you're navigating the complexity of people and compliance, I'm here when you need me.
HOW
does HR Consulting work?

I start with an audit: your current contracts, policies and processes measured against Fair Work, AHRC and state legislation, alongside the people pain points that are keeping you up at night.
From there, I build a report on priority actions with 'fit for purpose' solutions — addressing your exposure to risk with a clear road map for good HR practice. Where it helps, this includes digitising your HR processes for self-serve employee access anywhere, anytime, any device, using Office 365.
I can help you with:
-
HR and WHS compliance audits
-
HR advice on underperformance, mental health, grievances, flexible leave, employment arrangements, or complex leave and salary requests
-
HR advice on Awards or Enterprise Agreements
-
Employment, contractor and apprentice contracts
-
Job descriptions
-
HR and WHS policies and procedures
-
Digital HR forms, reports and automated workflows
-
Induction training design
-
Recruitment and retention reviews
-
Compliance training on bullying and sexual harassment
WHERE
to apply HR Consulting?
Wherever people and compliance intersect in your business, that's where HR Consulting earns its place — the risk of getting it wrong is simply too high.
Good HR practice starts with understanding your current exposure, then builds outward: confidence that you're compliant with Fair Work, AHRC and state legislation, less time spent reacting to people issues, and contracts and policies that actually fit your business.
After I have a clear picture of your people and compliance posture, I help you build systems that keep working long after I've left — not a one-off fix. That means less time on clunky HR admin, avoidance of costly software subscriptions you don't need, and a genuine reduction in the preventable costs of sick leave, recruitment, legal fees, workers compensation and reputation damage.
WHY
choose me?
You get the benefit of 25+ years in HR and organisational development, including leading People and Culture in-house for three medium-sized organisations. I'm an AHRI member, and I work alongside a team of experienced, pragmatic consultants across human resources, organisational development and work, health and safety. We understand operational challenges because we've run HR from the inside, not just advised on it from the outside.
As forever learners, we collaborate with your organisation to find systemised, data-driven and evidence-based solutions — building the systems, contracts, policies, processes, culture and metrics that last. In a challenging job seeker market, protecting your business once people are in it, and keeping the right people productive in the right roles, matters more than ever.

What clients say
“Belinda has been amazing in helping our rapidly growing business (servicing the mining industry) become compliant in the HR and WHS space. She has taken our business to another level with fit-for-purpose policies, procedures and automated forms stored in a new employee library on SharePoint. Belinda has helped with shaping our cultural behaviours, facilitated WHS staff consultation workshops and conducted supervisor coaching sessions. We are more confident in dealing with people issues now we have a robust system to back us up. I highly recommend Belinda.”

Frequently Asked Questions
What kind of HR services are offered?
A one-off service, a discrete program of projects to run as required or as budget allows, or a monthly retainer for ongoing HR advice — whatever suits how you work.
Do you build from scratch or review what we have?
Both. I start by auditing what exists, then build or rebuild only what's needed — no need to throw out what's already working. For startups, I scale to fit each phase of development.
What size and type of business do you work with?
Mostly small and medium businesses — around 30 to 100 staff is my sweet spot, though I scale up and down from there. I work with private and public sector organisations across most industries.
What does it cost?
It depends on scope. I'll confirm pricing after an initial consultation, once I know what you actually need. I'm GST registered.
Are you insured?
Yes — I'm insured for Professional Indemnity and Public Liability.
