Perth-based Work Health and Safety (WHS) Consulting
WHAT
is WHS Consulting?
Good Work Health and Safety (WHS) isn't just about avoiding injuries—it's about creating systems that protect people, support leaders and keep your business compliant.
Under the WHS Act 2020 (WA), organisations must manage both physical hazards and psychosocial hazards with equal importance. That means issues such as bullying, work overload, poor role clarity, inadequate supervisor support and workplace conflict now sit alongside traditional safety risks like machinery, manual handling and slips, trips and falls.
Our approach brings together Work Health and Safety, Human Resources and Organisational Development because, in reality, they're all connected.
We don't deliver off-the-shelf safety manuals. We design practical WHS systems that people actually understand, use and maintain.
WHO
needs WHS Consulting?
You may benefit from WHS consulting if your organisation:
-
Doesn't have a dedicated WHS professional or internal safety function
-
Needs to strengthen compliance with the WHS Act 2020 (WA)
-
Wants confidence that Directors and Officers are meeting their due diligence obligations
-
Is preparing for, or responding to, a WorkSafe WA inspection or inquiry
-
Has never completed a psychosocial risk assessment
-
Has experienced increased workplace complaints, bullying, burnout or psychological safety concerns
-
Has WHS documentation that hasn't been reviewed for several years
-
Wants practical safety systems rather than paperwork that sits on a shelf
If you're unsure whether your systems are compliant, it's usually worth finding out before WorkSafe does.
HOW
we help
Every organisation is different, so we don't believe in costly cookie-cutter safety systems.
We begin by reviewing your existing WHS framework against the WHS Act 2020 (WA), WHS Regulations 2022 (WA) and relevant Codes of Practice. From there, we work alongside your leaders and employees to design practical systems that fit your business.
Our services include:
-
WHS compliance reviews and audits
-
Psychosocial Risk Registers
-
Psychosocial Risk Assessments
-
Psychosocial Risk Treatment Plans
-
WHS policies and procedures
-
Safe Operating Procedures (SOPs)
-
WHS induction programs
-
Hazard identification and risk management systems
-
Emergency management procedures
-
Leadership consultation and staff workshops
Rather than handing you another report, we build systems your leaders can implement, monitor and continuously improve.
OUR
approach to psychosocial risk
Psychosocial hazards are now one of the fastest-growing areas of workplace risk.
Using our proprietary WHS Psychosocial Risk Assessment Framework, we work with leaders and employees to identify workplace hazards, assess risk, prioritise practical actions and embed controls into everyday operations.
The outcome isn't simply compliance.
It's a healthier workplace, stronger leadership and a practical system that continues working long after the project is complete.
THE
benefits
Our point of difference is that we integrate Work Health & Safety, Human Resources and Organisational Development into one practical system—because workplace risk is rarely just a safety issue. It's usually a people, leadership and organisational issue too.
Working with us helps your organisation:
-
Meet its legal duties under the WHS Act 2020 (WA)
-
Demonstrate due diligence for Boards and Executive teams
-
Manage both physical and psychosocial risks through one integrated system
-
Reduce workplace incidents, claims and organisational risk
-
Improve psychological safety and employee wellbeing
-
Build practical safety systems that people actually follow
-
Be better prepared for WorkSafe WA inspections or investigations
-
Create a culture where safety becomes part of everyday work—not an annual compliance exercise
Because good WHS protects more than people-it protects your organisation.
WHY
choose me?
With more than 25 years' experience across Work Health and Safety, Human Resources and Organisational Development, I bring a broader perspective than a traditional WHS consultant.
I understand that many workplace risks aren't caused by equipment alone-they're created by leadership, culture, organisational design and the way work is structured.
That's why every WHS solution is developed through both a safety lens and a people lens, using proven behaviour-change, organisational development and brain-based psychological safety principles.
You'll never be locked into expensive annual subscriptions or generic WHS templates.
Instead, our team of WHS specialists develop practical, easy-to-understand systems tailored to your organisation, provide high-quality learning resources wherever possible, and leave you with a WHS framework your team can confidently manage long after we've finished working together.

What clients say
"WorkSafe are holding higher standards and we were unsure if our business was compliant.
Belinda Coghlan has been the Panadol for our WHS headaches! She has given us clarity on what our roles and responsibilities are as the person conducting the business undertaking and how we can ensure we are creating a safe and compliant environment for our staff. We now have a risk register of hazards and a full suite of WHS policies, forms, safety operating procedures and induction manuals stored on our SharePoint. I would highly recommend Belinda."

Frequently Asked Questions
What kind of WHS services do you offer?
We provide WHS compliance reviews and audits, psychosocial risk registers and assessments, risk treatment plans, WHS policies and procedures, Safe Operating Procedures (SOPs), WHS induction programs, hazard management systems, emergency management procedures, and leadership and staff consultation workshops.
Do you cover physical hazards as well as psychosocial ones?
Yes. We review both because the WHS Act 2020 (WA) requires organisations to manage physical and psychosocial risks under the same duty. That means we look at everything from manual handling and hazardous work practices through to bullying, workload, poor role clarity, fatigue, change management and psychological safety.
Do we legally need a psychosocial risk assessment?
Every organisation has a legal duty to identify and manage psychosocial hazards under the WHS Act 2020 (WA). The approach will vary depending on your business, but if you haven't assessed your psychosocial risks, it's likely time to review your current systems.
Is a psychosocial risk assessment the same as WHS consulting?
No. A psychosocial risk assessment is one part of a broader WHS system. It focuses on workplace factors that may harm employees' psychological health, while WHS consulting looks more broadly at your WHS framework, including governance, compliance, physical and psychosocial hazards, policies, procedures and risk management.
How often should we review our WHS systems?
At minimum, after any significant change, restructure, new site, new equipment or change to work practices and periodically even without one, because workplace risks shift over time.
Can you work alongside our existing WHS specialist?
Yes. Our approach is collaborative and can complement existing WHS capability. We can provide an independent perspective and additional support where you need to strengthen your broader WHS systems, particularly psychosocial risk, consultation, policies, procedures and organisational factors that contribute to workplace risk.
Do you build WHS systems from scratch or review what we already have?
Both. We start by reviewing your existing WHS framework against the WHS Act 2020 (WA), WHS Regulations 2022 (WA) and relevant Codes of Practice, then build or improve only what's needed. The aim is a practical system that fits your business—not a generic set of documents.
What happens after the WHS audit?
You'll receive more than a compliance report. We provide a prioritised action plan identifying what needs attention first, what can wait, who should be responsible and practical recommendations to strengthen your WHS systems over time. Where required, we can also support implementation through coaching, workshops, policy development and leadership support.
Can you help us prepare for a WorkSafe WA inspection or investigation?
Yes. We can help you review and strengthen your WHS systems when you're preparing for, or responding to, a WorkSafe WA inspection or investigation. The focus is on understanding your current exposure, addressing priority gaps and building practical systems your leaders and employees can implement and maintain.
Why choose an Organisational Development consultant for WHS?
Many workplace risks aren't purely safety issues-they're leadership, culture and organisational issues. My background spans Work Health & Safety, Human Resources and Organisational Development, allowing me to identify the underlying organisational factors that contribute to risk. Rather than treating symptoms, I help organisations build practical systems that improve safety, strengthen culture and support long-term performance.
